🌐 Transpontis Platform
A new transcontinental vision linking North America, East Asia, and Europe through an integrated infrastructure ecosystem.
This project received a first–place national award on April 11, 2025 at the Skolkovo Innovation Center ("Russia's Silicon Valley") in the category of International Business and Expansion. The concept was presented by Alexey Surkov, Deputy General Director for Commercial Affairs at Atlas Mining LLC.
"Transpontis" — Latin for "Across the Bridge"
The platform proposes a new geo–economic model uniting continents through Russia's territory, forming a continuous economic corridor between major centers of trade, logistics, and innovation.
MISSION: Unite 26 Domains of Expertise into One Integrated Management System
The Transpontis Platform brings together 26 strategic fields, organized into a four–level hierarchy, to create a unified and scalable model for transcontinental infrastructure, governance, logistics, law, energy, and socio–economic development.
Executive Summary: The Transpontis Concept
Transpontis envisions a unified transcontinental transportation and economic system linking North America, East Asia, and Europe through an integrated network of tunnels, bridges, high–speed rail corridors, and utility lines. The core elements include:
- Bering Strait Tunnel (86 km) connecting Russia and North America.
- Sakhalin–Mainland Bridge (7.3 km) across the Tatar Strait.
- Sakhalin–Hokkaido Link (43 km) connecting Russia and Japan.
- South Korea–Mainland Undersea Tunnel (230 km) linking the Korean Peninsula to the Eurasian mainland.
Multi–Level Transportation System
- Base Level (Freight): heavy cargo rail corridors designed for bulk and container traffic.
- High–Speed Passenger Level: passenger lines engineered for speeds up to 400 km/h.
- Innovation Level: corridors prepared for future vacuum–magnetic transport technologies.
- Supporting Level: integrated energy transmission and digital communications infrastructure running along the route.
A New Model of Territorial Development
- Creation of 12–15 new satellite cities along the main corridor.
- Formation of a global financial center at the crossroads of continents.
- Development of a self–sustaining economic ecosystem spanning Eurasia and North America.
System Hierarchy: 26 Domains, 4 Structural Levels
Each of the 26 "facets" of the Transpontis Platform belongs to one of four structural levels. Together they form a system in which every upper level depends on a strong and carefully designed foundation below it.
I. COMMUNICATION & INFLUENCE — Explaining the New Era to the World
- Global PR and Marketing: presenting Transpontis as a symbol of a new era of cooperation, rather than competition, between major regions of the world.
- Social Infrastructure: housing, education, and healthcare systems in new and existing communities.
- Tourism & Symbolism: cultural, historical, and symbolic dimensions of connecting continents by land.
- Communications Strategy: consistent messaging for domestic and international audiences.
II. ORGANIZATION & CONTROL — People and Systems That Hold Everything Together
- Project Management & Governance: decision–making structures, boards, and executive functions.
- Stakeholder Coordination: alignment between governments, investors, local communities, and operators.
- Communications Strategy: consistent messaging for domestic and international audiences.
- Scheduling & Phasing: project timelines, milestone sequencing, and coordinated development stages.
- Security, Risk Management, Intellectual Property: protection of assets, technology, and know–how.
- Russian Policy Factors & U.S. Policy Factors: integration with national strategies and regulatory priorities on both sides of the Pacific.
III. SYSTEM & ENVIRONMENT — The Conditions the Project Must Live In
- Legal Structure: cross–border legal frameworks, concession models, and governance rules.
- Border and Customs Regimes: streamlined procedures for goods and passengers across multiple jurisdictions.
- Geopolitical Architecture: alignment with existing and emerging regional alliances and trade agreements.
- Energy Corridor: shared energy infrastructure enabling reliable power supply along the route.
- ESG, R&D, Digital Systems, Alternatives: environmental, social, and governance standards; research and development programs; digital platforms; and scenario planning.
IV. FOUNDATION — Without This, Nothing Begins
- Financial Architecture: long–term funding models, investment instruments, risk–sharing mechanisms.
- Technical Concept: engineering standards, design principles, and interoperability of all corridor segments.
- Infrastructure in Russia, the United States, and Canada: integration with existing rail, port, and energy networks.
- Resource Base: materials, industrial capacity, and human capital required to build and operate the system.
Action Roadmap for Platform Launch
The Transpontis team proposes the following steps toward the official launch of the platform on February 1, 2026:
- Acknowledge the presentation of the Transpontis Platform at the Skolkovo Moscow School of Management.
- Approve the creation of the Transpontis Platform and authorize the start of official activities on February 1, 2026.
- Prepare the Charter and Project Governance Regulations for the Platform.
- Engage EMBA and MBA program leaders in developing the first six strategic facets of the project.
- Involve Skolkovo undergraduate students in describing business processes, organizational structure, role definitions, charter documents, and reporting formats.
- Invite recommended members of the Skolkovo Alumni and faculty community to join working groups for specific domains.
- Approve and launch 26 working groups corresponding to the project's 26 strategic facets by February 10, 2026.
